Extended School Year (ESY)
The 2007-2008 school year is half over and summer is rapidly approaching. In order for you to make informed decisions regarding ESY, listed below are the static programs that the IU will operate this summer. These are not the only programs provided for ESY. All decisions are individualized and many students will not be in need of a classroom program. The programs listed below will operate from 8:00 a.m. - 12:00 p.m., Monday through Thursday. The dates of the ESY classroom programs are:
- Opening for Teachers: Monday, June 23, 2008
- Opening for Students: Tuesday, June 24, 2008
- Last Day for Students and Teachers: Thursday, July 24, 2008
Dates: June 24, 25, 26, 30
July 1, 2, 3, 7, 8, 9, 10, 14, 15, 16, 17, 21, 22, 23, 24 (Total-19 Days)

All IEP review meetings for those students in the Armstrong - Kline target group must occur no later than the last day in February of each school year. NOREPs must be completed no later than March 31st of the school year for the students in the "target group." ESY determinations for children, other than those in the "target group," are not subject to the timelines mentioned above. However, determination must be addressed in a timely manner. NOREPs for ESY are issued when the following occurs: proposing to add ESY services to an IEP; proposing to delete ESY services from an IEP; refusing to initiate ESY services requested by the parent; proposing or refusing to change the provision of the ESY program.
When ESY services are offered, the IEP that accompanies the NOREP must contain the following: Description of the type and amount of service; projected beginning dates and anticipated duration of services; frequency and location.
Remember that ESY decisions are based on data collected by teachers and service providers. The IEP team must decide if the student is eligible for ESY based on data and what goals and objectives need to be continued during ESY. Duplication of all IEP goals and objectives and services is not required if data supports otherwise. Please communicate this to your teachers so that students who receive ESY services truly qualify for them. ESY services should not be provided simply because parents request them. All decisions must be data driven. Refer to the ESY BEC provided by the Pennsylvania Department of Education for clarification on ESY determination. Remember to specify the goals in the IEP that will be addressed in the ESY Program. Also, make certain "special care" instructions are provided for students with significant health problems.
As you determine your ESY program needs, complete the ESY 2008 - Documentation of Program Needs Form for each eligible student and attach copies of the completed IEP and NOREP to the form. Also, if you are requesting transportation and/or a bus matron from the IU, please submit a transportation request form. Forward all information to Toni Lozar or Rikki Swaney at Intermediate Unit 1 no later than March 31, 2008. Services cannot be provided without these documents. Complete this process for all eligible students regardless of the service provider (IU1, school district, private school or agency).
